How do I build ASP.NET MVC 5 to a target dll for use by MSBuild?

I have a MVC 5 project that I would like to build to a target dll for use by other projects. The project can be built as a dll or it can be built as an executable.
It builds fine in Visual Studio. But I need to build it via MSBuild so that I can use the dll in a.NET 3.5 solution. The other project is a.NET 4.6 project that references the MVC dll. When I try to build the.NET 4.6 project it can’t find the dll.
